國家旅遊局:江浙滬等9省市試點導遊自由執業

  The National Tourism Administration will pilot afreelance tour guide program in Jiangsu, Zhejiang,Shanghai and six other provincial-level regionsbeginning this month, in an attempt to reduce thenumber of shopping trips, which tourists frequentlycomplain about.

  自本年5月起,國度旅行局將在江蘇、浙江、上海等9省市展開導遊自由執業試點事情,試圖以此削減一再激發旅客投訴的"購物團"的數目。

  Freelance tour guides are required to sell theirservices via online platforms and/or offline agenciesand collect service fees through a third-party payment platform

  介入自由執業的導遊須要經由過程收集平台和/或線下機構出售導遊辦事,並經由過程第三方付出平台收取導遊辦事費。

  According to a circular issued by the administration, the pilot program is part of acomprehensive reform of the country's tour guide system that will tap more jobopportunities for tour guides and create a fair and orderly tourism market.

  According to Sun Liqun, an executive at China International Travel Service, most tour guides inthe selected provinces are not affiliated to any travel agencies and operate on a freelance basis,so the pilot program will help enhance supervision of them.

  A series of supervision measures, including a package of standard contracts, will be launchedsoon. Freelance tour guides must sign contracts with legal agencies and are forbidden tobypass online booking platforms or relevant offline agencies to offer services directly totourists. Those who violate the rule will be fined between 1,000 yuan ($153.3) and 10,000yuan and have their license suspended or revoked.

  一系列相幹羈系辦法將於近期出台。自由執業的導遊必需與正當的機構簽署條約,不得繞過收集預約平台或線下自由執業營業機構,自行展開自由執業營業。違規導遊將被處以1000元以上1萬元如下罰款,並暫扣大概撤消導遊證。
