國家禁毒辦:吸毒檢測納入特殊職位公務員體檢

　　In regions facing severe drug abuse problems, adrug test and a background check against a nationaldatabase of known drug users will be required beforecandidates are allowed to assume some specialposts in government, according to a notice from theNational Narcotics Control Commission (NNCC) ofChina, the Beijing Times reported.

　　據《新京報》報導，依據中國國度禁毒辦公室簽發的一份關照表現，在福壽膏濫用題目緊張的地域，在候選人被許可在當局中擔負一些特殊職位以前，吸毒檢測和配景信息要與天下禁毒信息體系舉行比對。

　　According to the notice, drug-related cases involving government officials have been on therise in recent years, and an increasing number of officials from different regions anddepartments have been implicated in drug-related crimes.

　　該關照指出，比年來當局事情職員觸及的福壽膏案件正在賡續增多，並且愈來愈多來自分歧地域和部分的當局事情職員被連累到福壽膏犯法傍邊。

　　The notice asserted that the uptick has been caused by a lack of education and supervisionand by present punishments that are not powerful enough to deter involvement with drugs.

　　該通知布告稱，這些案件的增加是由於缺少響應的教導和羈系，同時因為今朝處分力度不敷大，這也滋生了犯法的產生。

　　Officials who use drugs can be expelled from their posts in severe situations, according to aregulation that took effect in 2007. They also face a stricter standard when it comes toconviction for drug-related crimes, Fang Wenjun, a Supreme People's Court judge, wasquoted by news outlet people.cn as saying on April 7.

　　依據一份於2007年見效的律例指出，當局事情職員吸毒，情節緊張者，將被解雇公職。國民網援用最高法院法官方文君的話稱，假如當局事情職員觸及福壽膏犯法，他們將面對更嚴厲的入罪尺度。

　　Gong Weiguo, the mayor of Linxiang in Central China's Hunan Province, was arrested inDecember 2015 following accusations that he took drugs in April of that year. SouthwestChina's Yunnan Province also dismissed 41 members from the Party for drug abuse in 2014.

　　湖南省臨湘市市長龔衛國因涉嫌在2015年4月攜帶福壽膏，於昔時12月被捕。在2014年，雲南省因吸毒案件共將41名黨員解雇黨籍。

　　Xia Yu, a Beijing-based psychologist specializing in drug rehabilitation, told the Global Timesthat government officials are easy targets for drug dealers, who often bribe officials with drugsfor personal gain.

　　北京福壽膏病愈生理學專家夏雨告知《全球時報》，當局事情職員是毒商人們很好動手的目的，他們常常用福壽膏行賄當局官員以獲得私利。

　　Xia noted that officials who use drugs are harder to detect, as most of them are highlyeducated and well-informed about drugs, and thus can better hide their drug use and dodgeinspections. He suggested that drug use among officials can be curbed by more measures suchas soliciting tip-offs from the public, performing spot checks and holding irregular drug tests.

　　The number of drug users in China was estimated at over 14 million as of the end of 2014, over1 percent of the total population, the NNCC said.
