  Minimum Admissions Requirements

  University Requirements

  To be admitted to PSU for a graduate certificate, masters or doctoral program, applicants must satisfy University requirements and be accepted to the academic department in which the graduate study will occur. Admission eligibility is based on receipt of a baccalaureate degree equivalent to a United States four-year bachelor's degree from a college or university recognized as an institution of higher education by the Ministry of Education in the relevant country or be regionally accredited within the U.S.

  Regular Admission

  To be considered for regular admission, applicants must have a minimum cumulative undergraduate GPA of 2.75 or the equivalent (on the U.S. 4.0 scale). Applicants who have earned 9 or more letter-graded graduate credits must have a minimum graduate GPA of 3.0 or the equivalent; this graduate GPA supersedes the undergraduate GPA.

  Conditional Admission

  Applicants who have a cumulative undergraduate GPA between 2.5 and 2.74 or the equivalent are eligible for University Conditional status. After completing 9 letter-graded graduate credits with a GPA of 3.0 or higher, students with University Conditional status will automatically be given Regular status.

  If an applicant’s baccalaureate degree is not from the US, Australia, English-speaking Canada, Ireland, New Zealand or the United Kingdom, they must meet minimum English language proficiency requirements.

  Departmental Requirements

  A department may have additional admission requirements based on previous academic achievement, scores on Graduate Record Examinations or other tests, letters of recommendation, a portfolio, or an autobiographical statement. Information regarding departmental requirements can only be obtained directly from the specific department. Admission is selective and meeting minimum requirements does not guarantee admission. The number of students admitted to a particular program is limited to the resources available.

  English Language Proficiency

  All graduate applicants must demonstrate English language proficiency in one of the ways outlined below prior to enrolling in academic classes. Please note that this requirement applies to all students, including permanent residents and U.S. citizens.

  Valid Proof of English Language Proficiency

  Completion of a bachelor's degree, master's degree or doctoral degree in the U.S., Australia, English-speaking Canada, Great Britain, Ireland or New Zealand or

  Minimum required official score on the International Test of English as a Foreign Language (TOEFL), the PSU Institutional TOEFL, the International English Language Testing System (IELTS) exam, or the Pearson Test of English-Academic (PTE) or

  Test score more than two years old if the score exceeded the minimum requirement and you have maintained continuous residency in the United States since the exam date.

Minimum Test Score Requirements for Graduate Programs

Some graduate programs require higher scores than the minimum scores listed above. Consult with the graduate coordinator in the academic department to verify the minimum score required.

  Invalid Proof of English Language Proficiency

  Test score less than Portland State's minimum requirement

  Test score more than two years old (unless you have lived in the United States since the exam date)

  Institutional TOEFL score from any school except PSU

  PSU Institutional TOEFL

  Applicants to Portland State may take the Portland State Institutional TOEFL on campus. The Portland State Institutional TOEFL is offered on campus four times each year, preceding each term.
