主管大學及科學的貿易、立異暨技巧部副部長(Minister of State for Universities & Science) David Willetts也指出，基於門生助學金相幹改造，當局對來自弱勢家庭的門生將供給更多經濟上的幫忙，也是以2013年來自弱勢家庭的申請者創下新高。申請件數的增長表現有潛力的門生明確新的門生財政體系若何運作。
